Ship Broking and Shipping Agents
  • The activity cluster C1 - Shipping Agent includes the following business activities:
    1. 5230-001 Arranging and negotiating the buying and selling of ships for unaffiliated Persons;
    2. 5230-002 Handling paperwork and customs (and other requirements relating to shipping);
    3. 5230-003 Organising storage, fuel and maintenance of vessels; and
    4. 5230-004 Other ancillary services relating to shipping agencies.
  • Unless otherwise permitted by the QFCA, a Licensed Firm that is a Shipping Agent may not provide custom clearance services to any Person.
  • The activity cluster C2 - Ship Broking includes the following business activities:
    1. 5231-001 Arranging or negotiating the employment of a vessel;
    2. 5231-002 Arranging the transportation of goods and commodities;
    3. 5231-003 Brokerage for time and bareboat charter;
    4. 5231-004 Other ancillary services relating to ship broking;
    5. 5231-005 Initiating and originating deals for the sale of ships;
    6. 5231-006 Assisting in negotiations for the sale of ships; and
    7. 5231-007 Assisting in drawing up a contract for the sale of ships.
  • Unless otherwise permitted by the QFCA, a Licensed Firm that engages in Ship Broking may not provide custom clearance services to any Person.

Classification Services and Investment Grading and Other Grading Services
  • The activity cluster C3 — Private Credit Rating includes the following business activities:
    1. 8293-001 - Compiling information on creditworthiness; and
    2. 8293-002 - Providing information on creditworthiness to potential investors, stakeholders and financial institutions.
  • A Licensed Firm that engages in Private Credit Rating must:
    1. obtain professional indemnity insurance; and
    2. provide their services on a contract basis.
  • Unless otherwise permitted by the QFCA, a Licensed Firm that engages in Private Credit Rating may not publish information on creditworthiness to the public.
  • The activity cluster C4 — Classification of Vessels includes the following business activities:
    1. 5232-001 - Providing vessel classification services for the development or adoption of classification standards;
    2. 5232-002 - Engaging in the certification of vessels in reference to relevant standards and requirements;
    3. 5232-003 - Providing technical reviews of the design plans (and related documents) of a new vessel to verify compliance with relevant standards;
    4. 5232-004 - Attending shipyards during the construction of a vessel to verify that it is constructed in accordance with approved design plans and classification rules;
    5. 5232-005 - Attending production facilities to verify that the components comply with applicable requirements;
    6. 5232-006 - Attending sea (and other) trials of a vessel and its equipment prior to delivery to verify compliance with applicable requirements; and
    7. 5232-007 - Other ancillary services relating to the classification of vessels.

Company Headquarters, Management Offices and Treasury Operations and other related functions for all kinds of business, and the administration of companies generally
  • The activity cluster C5 — Group Holding and Management Office includes the following business activities:
    1. 7011-001 - Holding controlling levels of equity in the assets of a Group of subsidiary corporations with the principal activity of owning its Group and providing associated ancillary services;
    2. 7011-002 - Granting any type of security interest for its own benefit or for the benefit of any entity within its own Group;
    3. 7011-003 - Providing an indemnity, guarantee or similar support to any third party for its own benefit or for the benefit of any entity within its own Group;
    4. 7011-004 - Acquiring, holding or disposing of any interest in any asset for its own benefit or for the benefit of any entity within its own Group;
    5. 7011-005 - Providing any type of loan or other form of financing to any entity within its own Group;
    6. 7011-006 - Managing the operations of other members of its Group; and

  • Unless otherwise permitted by the QFCA, a Licensed Firm that is a Group Holding and Management Office may not provide its services to any Person outside its Group.

    1. 7012-001 - Designing and managing products, processes, services, supply chains and conducting mergers and acquisitions within its own Group;
    2. 7012-002 - Designing and implementing Group policy; and
    3. 7012-003 - Engaging in strategic planning and managing business portfolios and business units within its own Group.
  • A Licensed Firm that is a Company Headquarter may not provide its services to any Person outside its Group.
  • The activity cluster C7 - Provision of Administrative Support to Third Parties includes the following business activities:
    1. 8212-001 - Management of information technology processes for third parties;
    2. 8212-002 - Managing centralised procurement processes and other centralised processes;
    3. 8212-003 - Providing centralised administrative offices for third parties;
    4. 8212-004 - Providing corporate office services for third parties;
    5. 8212-005 - Providing office services for third parties; and
    6. 8212-006 - Providing subsidiary management offices for third parties.
  • Unless otherwise permitted by the QFCA or licensed to conduct “C33 - Temporary Employment Agency Activities”, a Licensed Firm that engages in the Provision of Administrative Support to Third Parties may not provide manpower to third parties.
  • Unless otherwise permitted by the QFCA or licensed to conduct “C42 - Trust and Company Service Providers” or “C45 - Support Service Provider”, a Licensed Firm that engages in the Provision of Administrative Support to Third Parties may not provide, to a legal person or arrangement:
    1. a registered address;
    2. a business address or accommodation; or
    3. a correspondence or administration address.
  • The activity cluster C8 - Intra-Group Treasury Operations includes the following business activities:
    1. 7013-001 - Management of debt and banking relationships;
    2. 7013-002 - Management of cash flows; and
    3. 7013-003 - Factoring and leasing.
  • Unless otherwise permitted by the QFCA, a Licensed Firm that engages in Intra-Group Treasury Operations may not provide its services to a Person outside its Group.
  • The activity cluster C9 - Activities of LLC(G)s includes the following business activities:
    1. 9411-001 - Activities of business membership organisations;
    2. 9411-002 - Activities of professional membership organisation; and
    3. 9411-003 - Activities of business councils.
  • Where applicable, and unless otherwise permitted by the QFCA, a Licensed Firm that engages in Activities of LLC(G)s may be required to obtain approval from State authorities.

  • Unless otherwise permitted by the QFCA, a Licensed Firm that engages in Healthcare Consultancy may not provide diagnostic, medical, or other healthcare advice or services to individuals.

C10.3 - Technical Consultancy on Construction Claims and Forensic Planning

  • The activity cluster "C10.3 - Technical Consultancy on Construction Claims and Forensic Planning" includes the following business activities:
    1. 7489-001 - Technical consulting on construction claims;
    2. 7489-002 - Forensic planning; and
    3. 7489-003 - Providing cause and damage analyses.

C10.4 - Logistics and Planning Consultancy

  • The activity cluster "C10.4 - Logistics and Planning Consultancy" includes the following business activities:
    1. 5229-001 - Consulting on manufacturing operations and production planning and control;
    2. 5229-002 - Consulting on quality assurance and quality control;
    3. 5229-003 - Consulting on inventory management;

    4. 6919-004 - Providing services relating to the preparation of tax returns; and

  • Unless otherwise permitted by the QFCA, a Licensed Firm that engages in Tax Consultancy must obtain professional indemnity insurance.
  • A Licensed Firm that engages in Tax Consultancy is not entitled to represent clients before any judicial or quasi-judicial authority, unless permitted to do so by the laws and regulations of such authority.

C10.6 - Environmental Consultancy

  • The activity cluster "C10.6 - Environmental Consultancy" includes the following business activities:
    1. 7491-001 - Providing advice on air and water quality;
    2. 7491-002 - Providing advice on environmental remediation requirements; and
    3. 7491-003 - Providing advice on environmental regulations and environmental social governance.
  • Unless otherwise permitted by the QFCA and licensed to conduct "C24 - Legal Services", a Licensed Firm that engages in Environmental Consultancy may not provide legal advice.

C10.7 - Security Consultancy

  • The activity cluster "C10.7 - Security Consultancy" includes the following business activities:
    1. 7492-001 - Providing advice on security threats to assets;
    2. 7492-002 - Providing advice on security measures;
    3. 7492-003 - Designing and maintaining security protocols, policies, plans, and systems; and
    4. 7492-004 - Conducting and providing advice on risk assessment and mitigation measures.
  • Unless otherwise permitted by the QFCA, a Licensed Firm that engages in Security Consultancy may not provide security, military, or defence training.

C10.8 - Human Resource Consultancy

  • The activity cluster "C10.8 - Human Resource Consultancy" includes the following business activities:
    1. 7830-001 - Providing services of human resource planning;
    2. 7830-002 - Providing services of performance management;
    3. 7830-003 - Providing advice on learning and development programmes;
    4. 7830-004 - Providing advice on career planning;
    5. 7830-005 - Providing advice on function evaluation;
    6. 7830-006 - Providing advice on rewards;
    7. 7830-007 - Providing advice on employee participation and communication;
    8. 7830-008 - Providing advice on health and safety in relation to human resources;
    9. 7830-009 - Providing advice on personal wellbeing in relation to human resources;
    10. 7830-010 - Providing advice on administrative responsibilities in relation to human resources;
    11. 7830-011 - Providing advice on organisational design;

C10.9 - Immigration Consultancy

  • The activity cluster "C10.9 - Immigration Consultancy" includes the following business activities:
    1. 7021-001 - Providing advice on immigration matters;
    2. 7021-002 - Designing, implementing and maintaining immigration protocols, policies, plans and systems.
  • Unless otherwise permitted by the QFCA, a Licensed Firm that engages in Immigration Consultancy may be required to obtain approval, as applicable, from a councillor, diplomatic mission or state government.
    Unless otherwise permitted by the QFCA, a Licensed Firm that engages in Immigration Consultancy must obtain professional indemnity insurance.


C10.10 - Health and Safety Consultancy

  • The activity cluster "C10.10 - Health and Safety Consultancy" includes the following business activities:
    1. 7022-001 - Providing advice on health and safety matters;
    2. 7022-002 - Designing, implementing and maintaining health and safety protocols, policies, plans and systems.
    Unless otherwise permitted by the QFCA, a Licensed Firm that engages in Health and Safety Consultancy may not provide medical advice or prescriptions of medications.

C10.11 - Aviation, Aeronautical and Aerospace Consultancy

  • The activity cluster "C10.11 - Aviation, Aeronautical and Aerospace Consultancy" includes the following business activities:
    1. 5111-001 - Providing advice to the aviation industry;
    2. 5111-002 - Providing advice to the aeronautical industry; and
    3. 5111-003 - Providing advice to the aerospace industry.

C10.12 - Leisure, Hospitality and Tourism Consultancy

  • The activity cluster "C10.12 - Leisure, Hospitality and Tourism Consultancy" includes the following business activities:

    1. Sell or service any kind of hardware by way of business; or
    2. Provide business-to-consumer services.

C1.2 - IT Consultancy

  • The activity cluster "C12.2 - IT Consultancy" includes the following business activities:
    1. 6202-001 - Planning and designing of computer systems (including hardware) and after-sale client services;
    2. 6202-002 - IT consultancy in relation to artificial intelligence, machine learning, foundation models, and Internet of Things (IoT);
    3. 6202-003 - Consulting services in relation to the optimisation of audio-visual systems;
    4. 6202-004 - Providing IT advice on virtual reality projects;
    5. 6202-005 - IT consultancy in relation to governance, data privacy, policies and system processes;
    6. 6202-006 - Advising on IT networks;
    7. 6202-007 - Providing Non-Financial Technology (FinTech) related cybersecurity solutions and advising on cybersecurity; and

  • Unless otherwise permitted by the QFCA, a Licensed Firm that engages in IT Consultancy may not:
    1. Sell or service any kind of hardware by way of business; or
    2. Provide business-to-consumer services.

  • The activity cluster "C13 - Financial Technology (FinTech) Services" includes the following business activities:
    1. 6203-001 - Providing cybersecurity solutions in relation to Financial Technology (FinTech) Services and advising on cybersecurity;
    2. 6203-002 - Providing Application Programming Interfaces (APIs) over the internet in relation to Financial Technology (FinTech) Services;
    3. 6203-003 - Providing cloud computing solutions in relation to Financial Technology (FinTech) Services;
    4. 6203-004 - The development and promotion of blockchain-based technologies through applications of distributed ledger technology, in relation to Financial Technology (FinTech) Services;
    5. 6203-005 - Providing platform(s) for facilitating real-time transacting capability of internet-connected devices, including e-commerce, in relation to Financial Technology (FinTech) Services;

  • The activity cluster “C13A - Token Services” includes the following business activities:
    1. 6213-001 - Validation: the services of:
      • confirming that a person is the owner of a right capable of being represented by a permitted token; and
      • issuing a certificate of validation;
    2. 6213-002 - Token generation: the service of generating a token on token infrastructure on behalf of the owner of the underlying represented by the token;
    3. 6213-003 - Token custody services: the service of:
      • holding or controlling tokens on behalf of clients; and
      • holding or controlling the means by which clients’ tokens may be recorded and transacted on token infrastructure;
    4. 6213-004 - Operating a token exchange: operating a system which brings together multiple third-party buying and selling interests in tokens, in accordance with the system’s non-discretionary rules, in a way that results in a contract in respect of the tokens. This excludes an entity which operates a facility which is merely an order routing system where buying and selling interests in, or orders for, tokens are merely transmitted but do not interact;
    5. 6213-005 - Token transfer services: providing any service (other than validation, token generation, token custody services, or operating a token exchange) that facilitates the transfer of a token to, or from, a person from, or to, a third party. This excludes the selling of hardware or software which may be used in relation to the transfer of a token;
  • Unless otherwise permitted by the QFCA, a Licensed Firm that provides Token Services must obtain professional indemnity insurance.

C14.1 - Data Processing, Hosting and Related Activities

  • The activity cluster "C14.1 - Data Processing, Hosting and Related Activities" includes the following business activities:
    1. 6311-001 - Provision of infrastructure for hosting, data processing services and related activities;
    2. 6311-002 - Specialised hosting activities such as web hosting, streaming services and application hosting;
    3. 6311-003 - Application service provisioning;
    4. 6311-004 - General time-share provision of mainframe facilities to clients;
    5. 6311-005 - Data processing activities; and
    6. 6311-006 - Provision of data entry services.
  • Unless otherwise permitted by the QFCA, a Licensed Firm that engages in Data Processing, Hosting and Related Activities and receives online payments for its services may only do so using a third-party payment gateway for receiving online payments.
  • Unless otherwise permitted by the QFCA, a Licensed Firm that engages in Data Processing, Hosting and Related Activities may not sell or service any kind of hardware by way of business.

C14.2 - Operation of Web Portals

  • The activity cluster "C14.2 - Operation of Web Portals" includes the following business activities:
    1. 6312-001 - Operation of websites that use a search engine to generate and maintain extensive databases of internet addresses and content in an easily searchable format; and
    2. 6312-002 - Operation of other websites that act as portals to the internet such as media sites.
  • A Licensed Firm that engages in the Operation of Web Portals and receives online payments for its services must use a third-party payment gateway.
  • A Licensed Firm that engages in the Operation of Web Portals may not sell or service any kind of hardware by way of business.

C14.3 - Other Information Service Activities

  • The activity cluster "C14.3 - Other Information Service Activities" includes the following business activities:
    1. 6399-001 - Telephone based information services;
    2. 6399-002 - Information search services on a contract or fee basis; and
    3. 6399-003 - News clipping services, press clipping services, etc.

  • The activity cluster "C15 - News Agency Activities" consists of the following business activity:
    1. 6391-001 - Furnishing news, pictures and features to the media.

C16.1 - Motion Picture, Video and Television Programme Production Activities and Post-Production Activities

  • The activity cluster "C16.1 - Motion Picture, Video and Television Programme Production Activities and Post-Production Activities" includes the following business activities:
    1. 5911-001 - Producing motion pictures, videos and television programmes; and
    2. 5911-002 - Post-production activities relating to motion pictures, videos and television programmes.
  • Unless otherwise permitted by the QFCA, a Licensed Firm that engages in Motion Picture, Video and Television Programme Production Activities and Post-Production Activities may not carry on:
    1. Production and direction of films or film processing (other than for the motion picture industry); or
    2. Broadcasting services.
C16.2 - Ancillary Services Involved in the Post-Production of Motion Pictures, Videos and Television Programmes Processes
  • The activity cluster "C16.2 - Ancillary Services Involved in the Post-Production of Motion Pictures, Videos and Television Programmes Processes" includes the following business activities:
    1. 5912-001 - Editing, titling, subtitling and inserting credits;
    2. 5912-002 - Providing services in closed captioning, computer-produced graphics, animation and special effects;
    3. 5912-003 - Providing services in film and tape transfers;
    4. 5912-004 - Developing and processing motion pictures; and
    5. 5912-005 - Reproduction of motion picture for theatrical distribution.
  • Unless otherwise permitted by the QFCA, a Licensed Firm that engages in Ancillary Services Involved in the Post-Production of Motion Pictures, Videos and Television Programmes Processes may not carry on:
    1. Production and direction of films, or film processing other than for the motion picture industry; or
    2. Provide broadcasting services.
C16.3 - Sound Recording Service Activities
  • The activity cluster "C16.3 - Sound Recording Service Activities" consists of the following business activity:
    1. 5920-001 - Providing sound recording service activities in a studio or elsewhere, including the production of taped (i.e., non-live) radio programming, audio for film, television, etc.
  • Unless otherwise permitted by the QFCA, a Licensed Firm that engages in Sound Recording Service Activities may not carry on broadcasting activities.

C17.1 - Creation and Realisation of Advertising Campaigns
  • The activity cluster "C17.1 - Creation and Realisation of Advertising Campaigns" includes the following business activities:
    1. 7310-001 - Creating, placing and designing advertising in newspapers, periodicals, radio, television, the internet and other media;
    2. 7310-002 - Creating and designing of outdoor advertising (for example, billboards, panels, bulletins and frames, window dressing, showroom design, car and bus carding);
    3. 7310-003 - Media representation (that is, the sale or resale of space and time for advertising purposes);
    4. 7310-004 - Aerial advertising, provided that any required State approvals are obtained, unless permitted otherwise by the QFCA;
    5. 7310-005 - Distribution or delivery of advertising material or samples;
    6. 7310-006 - Provision of advertising space on billboards and other media;
    7. 7310-007 - Design of stands and other display structures and sites; and

  • Unless otherwise permitted by the QFCA, a Licensed Firm that engages in the Creation and Realisation of Advertising Campaigns may not physically place advertising material including on billboards.
C17.2 - Marketing Campaigns and Other Advertising Services
  • The activity cluster "C17.2 - Marketing Campaigns and Other Advertising Services" includes the following business activities:
    1. 7311-001 - Electronic mail advertising; and
    2. 7311-002 - Marketing and brand management consultancy.
  • Unless otherwise permitted by the QFCA, a Licensed Firm that engages in Marketing Campaigns and Other Advertising Services may not physically place advertising material, including on billboards.
C17.3 - Public Relations
  • The activity cluster "C17.3 - Public Relations" consists of the following business activity:
    1. 7027-001 - Providing services for the development and maintenance of an entity's relations with its stakeholders and the public, for example by promoting prepared written and spoken material through media that are not paid for.
  • Unless otherwise permitted by the QFCA, a Licensed Firm that engages in Public Relations may not physically place advertising material, including on billboards.

  • The activity cluster "C18 - Specialised Design Activities" includes the following business activities:
    1. 7410-001 - Activities of fashion designers;
    2. 7410-002 - Activities of industrial designers;
    3. 7410-003 - Activities of graphic designers;
    4. 7410-004 - Activities of interior decorators; and
    5. 7410-005 - Activities of lighting designers.
